Also, im gonna be using an updated version (1.6.0) since my friend had one and then gave me a copy of it. I can access it without problems but I cant join the brokenlens server...... is it ok if I use that version?

Usually these contests are judged by forumers, they are not anonymous but everyone votes fairly for the most part. Also, usually the results are in a different thread.

There will be a separated thread for the builds, the judges will be other members which aren't on the competition. I can't judge the builds since i'm in. So, to be fair other people will judge the least prettiest build and when the player gots alot of votes than others then he/she is eliminated.
