Process For Choosing New Staff

My theory is that the staff that looks at the staff applications, votes for who would make a good staff in a staff promotion system. Then, they take all the votes and put the vote names on a wheel. When they spin the wheel, the new staff member is chosen.

EDIT: It's a theory, I may be wrong.

No this is what they really do

Vertx watches the player to see how they are helping and if he thinks they are worthy then he promotes them to helper .-.
He explained this so I don't understand why you all think differently

The only reason staff applications are a thing is because you are asking him to watch your activity
