Probably was lagging and tapped on the TP button once but instead it turned into 3 times.
This user has no reports, so it probably was his 1st time hacking.

I suggest unbanning him and keeping an eye on him.
You could check his reports every month, like how many people have reported him and for what reasons and stuff.
