What is the leader board

In all of the hub places there is a leader board or something like that. It has a bunch of names on it and I want to know why mine isn't on it.I don't think it's fair that random people get their names posted up.
 
Could someone also please me why people who are called admins keep saying they can ban because nobody except for leader can ban

the leader board is for people who win in a certain game for example OITC if u dont have at least as much wins up there u will not be on the leader board
