Check skin_packs out in your com.mojang folder.

tbh ive already did that but the way i explain it seems complicated and it does :/ when i downloaded this file for capes all it gave me was a mc.pack file so basically it has the minecraft block instead of a file icon apparently ive heard you can change it so you can access the files but i dont know how
