That is for Minecraft version 1.2.5, unless you have access to the beta version, you can't use the skin pack as it will fail to download.

There is a way to Bypass that. I’m using IOS and at the moment I have Developed some Crazy skin Packs, along with downloaded them (IOS can’t download Beta)
