I think it would be cool to have strength and a no damage from ender pearl perk no damage from pearl perk should cost 6000 and strength should cost 10,000

Yeah, there are good effects and bad effects. That's sort of the point. You decide if you'll risk it.
Enderpearls already offer an advantage, I think it's good if we take a bit of damage from using them.

Strength I for 1 minute 20 sec to 2 minutes
Strength II for 1 minute 20 sec or less
Stregth III for 1 minute or less
Stregth IV for 30 sec
