Can't buy rank

I won a giveaway and the prize is the emerald rank, but somehow the guy said he couldn't purchase the rank by paypal or credit. He tried few times and even sent me the video to proof. I asked him whether he has enough money in his paypal and he told me he has 3000+. So is that the broeknlens shop problem or his problem?

Normally Giveaways can be a good or bad way to earn ranks on our server depending on the user who is running the giveaway. This user might have just used you to gain likes and subscribers. The issue is not on our shop as players are not currently having issues with the shop API.

So if his card declined the ban, then he probably got banned for chargeback?
