Yes, at the moment teaming is allowed on Bow Spleef, as there is no rulebook in which everything was allowed before. Also, if someone reported people for teaming on BowSpleef, it would be denied a false report, I think.
I was reported for cross teaming in Mirco but I was not its because he was behind be and I was shooting the another team now I am banned ;(

As what Spike said, it is allowed, I team with those people but at times...it's unfair in my opinion, I was in a another account and there was a huge team. I feel like a hypocrite saying that though xD since I do team with them but if there's player that's new, it could be unfair for them. Please don't murder me BowSpleef friends ;3;
