I cant Play Any Games It says I'm Using A plublic Shared Network It Also Says I Can't Play Any Games Till I Change It What Does This mean?

It looks like Brokenlens/Vertx has prevented some public networks from using the servers for privacy/security reasons. It's like how you shouldn't click the "stay logged in" button on a website if you're using a computer in a library, because other people who use that computer will then be able to use your account. Were you using public WiFi? (e.g. in a cafe, library, school)

Well, most place have public WiFi and you cant play unless you use your home WiFi, as Ray said, players cant play using public WiFi like Library WiFi, Cafe WiFi or School WiFi. The reason this were created is to prevent some public networks for privacy/security as Ray said.
You should use your home WiFi, so you can play
