Your level doesn't usually decrease that much just because of a bug. And even if you could provide proof that your account was once level 40, I don't think there is really an easy way to "change" a player's level. I'm sorry, but I'm doubtful about this...

What level were you before this happened? If you were level 39 before this and leveled up before the restart and played a game after you leveled up but still before the restart and you went back to level 39, that's a bug. If that did happen to you, next time when you level up, try level up again before the server restarts again.
