Yes, just like the kids, teenagers and adults in the staff moderating the server. Everyone's opinion is relevant but not every opinion is relevant to everyone.
He is always doing something, you just can't see it. Some months ago a web page dedicated for staff applications was released, so I guess it addresses the problem of "not enough" active staff members.
BrokenLens does need management as it grows as a company, but it still doesn't make sense to remove administrative rights from inactive accounts just because some bored kids think it doesn't look cool or right.
None. And what harm do they cause? None...
This is not microsoft or google, these staff *MEMBERS* are not officially employed in an organization with an official paycheck, they are people with some administrative rights on the server and forums.
