if you use skinseed to make your skins, select a few skins and then click the folder button in the top right corner. name the pack and then click done and copy it to Minecraft if you use something else try watching this video: (skip to 3:52) -

have you tried using different custom skins? it might be the file type. if you have and it still doesn't work, you could try making a skin pack and downloading it -

Question About Private Reports
I'm pretty sure that the staff share the private reports among themselves. Like, if a staff gets a private report, they'll act on it, and if questioned about it, they'll show it to the other staff. It's unlikely that they'll share it with players because, well, it's a private report after all...
