I haven't read Wings of Fire, so... IDK about that one :I

Strel if yours is on the characters, then I say Harry. Wizards have a wider range of abilities than demigods, even if said demigod is a child of one of the big three. Harry could shield himself against what Percy does (not necessarily with protego since that's for spells, but there are certainly other types of magical shields), and a spell could travel through water easily.
