They are warning points that you get on the server.

They get given for broken rules not bad enough for a mute or ban, and when you get too many it may result in being banned.
I'm not sure if you can get muted for having warning points depending on what you do but I don't think so.

and how many points contributes to an actual ban or mute?

I believe it its around ten
